Through a compassionate, community-driven approach, we empower families to achieve lasting independence. By partnering with local congregations, volunteers, and social service agencies, we offer not just a temporary place to stay, but a path forward-rooted in dignity, respect, and hope. Together, we are building a stronger, more caring community—one family at a time.
We believe community care is essential to family well-being. Our Community Services Program provides basic needs support through our Diaper Bank, hygiene supplies, household goods, and a donation center that serves families both in and outside of our core programs. We also offer classes, volunteer opportunities, and events that keep our community engaged and connected.
Each of our core programs is rooted in dignity, compassion, and the belief that every family deserves the opportunity to thrive. Whether through shelter, prevention, or a package of diapers—every act of care moves a family closer to lasting independence.
FPLC has a home where we are Master Leasing, this home is intended to support one family a year under market value. Rent is paid by the family with support from Oregon Rehousing Initiative Funding. Families entering our Master Leasing are motivated towards home ownership. We are dedicated to helping families overcome their barriers to housing by providing them with support during times of denials in rental applications. We provide support and assistance with appeals for their denials. Year to date we have helped five families gain housing by assisting them with appeals. We also are certified to conduct applications through Medicaid’s Health Related Social Needs grant program.
We provide safe, temporary housing through our Coastal Phoenix Rising site, which includes three fully furnished units for families experiencing homelessness. While in shelter, families receive wraparound support, including case management, meals, and help finding permanent housing.
Our Stabilization Program offers continued support to families after they exit shelter. We help them maintain housing, build financial stability, and strengthen life skills through ongoing case management, life-skills classes, resource referrals, and connection to long-term support systems. Stability is the foundation of lasting change.
For families who are at imminent risk of homelessness, or wishing to return to their home towns our Diversion Program works to identify creative, safe alternatives to shelter—such as temporary stays with family or friends—while offering case management, resource support, and short-term assistance to help them secure long-term solutions.
We aim to stop homelessness before it starts. Through short-term financial assistance through our partnering agencies, landlord mediation, and resource navigation, our Prevention Program helps families stay in their homes or find safe alternatives—keeping children out of shelters and in stable environments.
