Boone Marker is known for his dedicated service to the community and his passion for local sports. For eight years, he worked for the Parks & Recreation Department, helping to shape the city’s recreational offerings and supporting its growth. A true sports enthusiast, Boone loves Pickleball and also has coached multiple youth sports teams, sharing his knowledge and fostering a love of the game in young athletes.

In addition to his work with the Parks & Rec department and coaching, Boone serves as the public address announcer at the local high school, bringing energy and excitement to school events. His contributions extend beyond sports as he actively serves on several local boards of directors, helping guide initiatives that benefit the community.

At home, Boone shares his life with his wife, Kristina, and their eclectic family of pets, which includes two cats, a dog, and a snake. His commitment to both his family and community showcases his strong values and dedication to making Lincoln City a better place for all. Boone’s influence is felt both on the field and in the lives of those he serves.

Hi, I’m Shannon Parsons. I’m a proud Siletz Tribal Member, born and raised in the Portland, Oregon area. In 2012, my family and I made the move to Lincoln City—and we’ve loved being part of this amazing community ever since.

I’ve been married to my wonderful husband, Mitch, for nearly 20 years, and together we have three great kids: Blake (23), Zayden (19), and Avree (15). I’m a registered nurse and feel truly honored to serve as the Nurse Supervisor at the Siletz Community Health Clinic.

I’m also proud to be on the board of Family Promise of Lincoln County, an incredible organization supporting families through resources, education, and community connection. Being part of something that helps others grow and thrive means so much to me”I am dedicated to making a positive impact in the lives of families in need, and I believe serving on the Board will provide an opportunity to contribute to this important cause.”

Lynetta Richardson, Secretary

Born in West Virginia, Lynetta and her husband moved to Oregon 40 years ago. Lynetta holds a doctorate degree in modern language from Middlebury College in Vermont. She was a French teacher in West Virginia and Ohio before settling in Forest Grove where she taught at Pacific University and at Forest Grove High School. 

While raising two children in Forest Grove, Lynetta volunteered with a new group called the Interfaith Hospitality Network which later became Family Bridge and today is called Family Promise. After retiring, she and her husband moved to Lincoln City, where Lynetta became a Board Member for Family Promise of Lincoln County. Quote from Lynetta: “ I’ve been involved with this organisation for a long time and I support the philosophy of showing people with children how to get back on their feet by supplying shelter and meals while supporting them in finding employment, qualifying for housing, building up their credit rating and providing counseling and services for them and their children as needed.”

Sandi Talt

Sandi Talt was born in Seattle and attended the University of Washington and Portland State. Originally an art major, Sandi changed to business and finance and then pursued a 25 plus year career in the Financial Services Industry. Sandi raised her three children in Portland and then her career took her to Seattle and Minneapolis.  After retirement, she built a home and studio on Orcas Island in the San Juans.  Sandi enjoys oil painting and hiking and shares many memories of Island life with her children and grandchildren.  She also was President of a non profit, Friends of Moran State Park.  After selling her home on Orcas Island, she moved to Lincoln City where she enjoyed remodeling a 1945 house that was a short walk to the beach.  She volunteered at Family Promise and hosted an Art Night before joining the board. Sandi believes: “ No child should be without shelter, bed and food.  A hand up can mean the difference for a family to achieve sustainable housing.”

Duane Silbernagel

Duane Silbernagel grew up in Scio, Oregon near Salem. He has lived in Lincoln City for 15 years and is the father of two boys. Duane is a Financial Advisor with Waddell & Reed and a CERTIFIED FINANCIAL PLANNER™ professional. He began his financial advising career in 2010 after working in the civil engineering field and holds a Bachelors of Science degree in Civil Engineering from Oregon Institute of Technology. His analytical background coupled with a passion for people provides him a combination of skills that allow him to be proactive and able to think outside the box when addressing concerns or problems.

Duane has built a practice predicated on developing, building and maintaining lasting relationships with his clients. He also earned his CERTIFIED FINANCIAL PLANNER™ certification in August of 2016.

Duane says, “ I believe in the mission of Family Promise. I think we should help those who help themselves. Family Promise is a sustainable program that helps meet the greatly increasing need of those facing homelessness.”

Sue Anderson

Sue retired to Lincoln City in 2005 after a successful career in real estate sales and management in the Portland area.  Sue and her husband, Senator Dick Anderson, have 2 children and 5 grandchildren. Sue served as President of Family Promise for 5 years, Sue works as a volunteer at B’nai B’rith camp where she and Dick co-chair a Spaghetti Dinner for the day camp scholarship program to help Lincoln City kids attend the BB Camp day camp. Sue is a member of the Board for Siletz Bay Music Festival, as well as a Board Member for the Kiwanis Club of Lincoln City. Sue’s other interests include reading, cooking, enjoying the ocean and attending as many fun events in Lincoln City as possible.

Sue says: “I decided to get involved with Family Promise because it is a program  that makes a difference. We not only feed and house the families while they are getting back on their feet, but we educate and help them with the skills and support they need to continue to be successful and in their own homes.”

Lisa Harwood

Lisa Harwood is a 4th generation Oregonian from Eugene. She attended college in Seattle and law school at Lewis and Clark where she met her husband, Ben. They moved to Washington D.C., where Lisa worked for the Women’s Legal Defense Fund. She later became a Public Defender in Virginia. Lisa and Ben raised their two children, Sam and Erin in Arlington. In 2016 she started her own practice in Virginia as a Guardian Ad Litem representing minors in court. She and her husband retired and moved back to Oregon in 2020, eventually settling in Lincoln City to enjoy the beach and coastal living. Lisa taught preschoolers at Neighbors For Kids in Depoe Bay for a year and is now a substitute teacher for Lincoln County.  Lisa became part of of the Board for Family Promise to support families in  caring for their children and building better lives because children are our future.

Lt. Jeff Winn

Lt. Winn is from the Salem/Keizer area where he attended McNary High School, Chemeketa Community College and the Salem Police Academy. He began his service to the Lincoln City Police Department in 1991 as a Patrol Officer. He met his wife in Lincoln City where they made their home and raised two daughters. Lt. Winn was eventually promoted to Sergeant and then more recently to Lieutenant of Administrative Affairs. Lt. Winn reports that he has spent his career with the LCPD because of community support for the local police department. Former Chief of Police, Jerry Palmer, asked Lt. Winn to take his place as a liaison between the Department and Family Promise. Lt. Winn subsequently became a Board Member. Lt. Winn admires the follow through supervision that our families receive. Quote from Lt. Winn: “Family Promise strives to help families in need, which ends up having a positive impact on the community. The program encourages people to better themselves. This benefits the entire community.”

Josh Zantello

Joshua D. Zantello earned a B.A. from Michigan State University and both a J.D. and a Diploma of Comparative Law from Louisiana State University. Before starting his legal career, Joshua sold insurance in Michigan then ran a construction company in New Orleans, giving him a wide range of experience to draw on. He was admitted to the Oregon State Bar on May 10, 2012. 

He is also a JAG officer with the Oregon Army National Guard where he is now Deputy Command Judge Advocate for the Land Component Commander. He deployed to Kosovo as the Deputy Command Judge Advocate in support of Operation Joint Guardian. He also deployed in support of Joint Task Force Reassurance, the State of Oregon’s COVID-19 Emergency Response.

He is the proud father of two young boys, and enjoys running, hiking, camping, and photography. He is involved in the community where he coaches t-ball, soccer, and basketball, teaches Awana and Vacation Bible School, and has served on the executive boards for First Baptist Church, Lincoln City Warming Shelter, Coastal Support Services, Lincoln City Chamber of Commerce, Lincoln County Foundation, Kiwanis Club, and Friends of Lincoln City Parks & Recreation.
